To manage all human resource functions of the Office of the Attorney General (OAG) in accordance with the Bhutan Civil Service Rules and Regulations 2023 (BCSR 2023),
including recruitment and selection, appointment, promotion, transfers, performance management, leave administration, discipline, and separation. The Secretariat Services shall
also plan and coordinate capacity-building programmes such as training, workshops, seminars, and professional development initiatives to enhance institutional effectiveness.
To provide comprehensive administrative support for the smooth functioning of the OAG by managing day-to-day office operations, logistics, office correspondence, protocol
services, scheduling, and internal coordination among divisions and units, including HR, finance, ICT, library, and legal divisions.
To support financial planning and management of the OAG, including budget preparation, expenditure control, financial reporting, procurement processes, and compliance with
government financial rules and procedures. The Secretariat Services shall also coordinate annual and multi-year plans, work plans, and performance reporting in alignment with
national planning frameworks.
To manage government assets and properties of the OAG, including procurement, inventory control, storage, issuance, maintenance, and disposal of office equipment, furniture,
vehicles, and other resources, ensuring efficient utilization, accountability, and proper record-keeping.
To manage front desk and reception services by handling official visitors, correspondence, and public inquiries in a professional manner. The Secretariat Services shall also be
responsible for records management, documentation, filing, and archiving (physical and digital), library services, and maintenance of institutional information systems to ensure
accessibility, confidentiality, and continuity of official records.
To provide IT support services, including maintenance and upkeep of computers, office equipment, software applications, networks, and other digital systems, and to ensure
reliable, secure, and efficient ICT infrastructure to support the operations of the OAG.
To provide Dzongkha proficiency development services, including translation, editing, and language support for official documents, correspondence, and publications, and to
assist in drafting and reviewing policies, legal documents, and administrative instruments to ensure compliance with national language requirements.
